Wayne County Native Honored with Life Saving Award by Geneva Police Department

GENEVA, N.Y. — The Geneva Police Department recognized several members of the force last week during their annual awards ceremony, honoring a range of officers for acts of service, professionalism, and life-saving efforts in the line of duty.
Held on March 20, the ceremony celebrated officers whose dedication made a significant impact on the Geneva community over the past year. Among those acknowledged were 13 officers who received Letters of Commendation for their outstanding work. Honorees included Chief Michael Eveland—recognized for actions taken during his time as lieutenant—along with Lt. Van Savage, Sgt. Gentile (twice), Sgt. Winter, Detective Dobies, Officer Lloyd, Officer Quintanilla (twice), Officer Dalton (twice), and Officer Shugars.
Officer Joshua Moyer was awarded the department’s Life Saving Award for his actions during a September emergency. According to the department, Moyer applied a tourniquet to a victim’s arm in a critical moment, preventing potentially fatal blood loss. A paramedic at the scene later credited Moyer’s swift intervention with saving the individual’s life.
Moyer, a 2018 graduate of Palmyra-Macedon High School, was a standout athlete in lacrosse, golf, and swimming. According to the school district, he went on to attend Keuka College, where he played on the men’s lacrosse team and studied environmental science.
The department also recognized its detective bureau—Detectives Vine, Dobies, and Hickey—with the Excellence in Police Service award, citing their collaborative efforts and investigative work.
In a relatively new tradition, the Geneva Police Department introduced its Officer of the Year award in 2024. This year, officials found it impossible to select just one recipient. Instead, the title was shared by Officer Brett Hall and Detective Vine, both recognized as Co-Officers of the Year for their exceptional contributions.
