Wayne County Government Operations Committee to Address Key Issues in March Meeting
The meeting will take place at the Wayne County offices and is open to the public, except for the executive session portion.
The Wayne County Government Operations Committee is set to convene on Thursday, March 6, 2025, at 9:00 a.m. to discuss a range of administrative and operational matters affecting the county. The meeting agenda includes reports from key county officials, budget amendments, and personnel decisions.
County Administrator Rick House will present his monthly report, followed by Compliance Officer Ed Hunt’s annual compliance report. County Attorney Dan Connors is also scheduled to provide a legal update for the month of February.
Grants Coordinator Jay Roscup will discuss private foundation funding strategies and shared services incentive programs. Additionally, the Board of Elections, represented by Mindy Robinson and Kristin Victorious, will address a security assessment report and provide an office update.
The committee will review a resolution to amend the Board of Elections budget to cover outstanding invoices from 2024. These unpaid expenses, totaling $42,939.90, resulted from a rush order for balloting materials and envelopes that did not adhere to the county’s purchasing policy. The proposed resolution seeks authorization to allocate funds from the county’s unassigned general fund balance.
Another resolution under consideration would increase the hourly rate for Early Voting Elections Office Assistants in accordance with the New York State minimum wage scale. The adjustment raises the rate from $15.00 to $15.50 per hour in 2025, ensuring future automatic adjustments to align with state regulations. The proposal also includes an increase in stipends for Election Day Chairs and Co-Chairs, from $75.00 to $100.00, due to expanded responsibilities.
The committee will also review the selection of Catapult Executive Consulting to conduct a compensation study for county employees covered under a collective bargaining agreement and managerial/confidential job titles. The study, awarded for $40,000, aims to assess wage structures and ensure competitive salaries.
With the impending retirement of the current County Administrator on March 31, 2025, the committee will discuss the process of hiring a successor. Despite an initial posting and review process, only one applicant met the qualifications. As a result, the committee is considering issuing a request for proposals (RFP) to engage a recruitment consultant to expand the candidate pool and attract additional qualified applicants nationwide.
The committee chair, Dawn Pisciotti, will motion to enter into an executive session to discuss a personnel matter before adjourning the meeting.
