Roc City Transport Owner Charged with Health Care Fraud in Medicaid Transportation Scheme
Federal prosecutors allege that between February 2018 and November 2022, Jackson and others submitted fraudulent claims to Medicaid for transportation services that were not actually provided.
A Webster woman has been charged with health care fraud following allegations that she submitted fraudulent Medicaid claims for non-emergency transportation services, federal authorities announced.
Ashley Jackson, 36, was arrested and charged by criminal complaint, according to Acting U.S. Attorney Joel L. Violanti. The charge carries a potential maximum sentence of five years in prison and a $250,000 fine if convicted.
According to the complaint, Jackson is the sole owner of Roc City Transport, a transportation service based in Webster. Federal prosecutors allege that between February 2018 and November 2022, Jackson and others submitted fraudulent claims to Medicaid for transportation services that were not actually provided. Authorities say individual rides were sometimes billed as group rides, and in some instances, kickbacks were allegedly paid to Medicaid recipients to transport themselves rather than using Roc City Transport.
Many of the Medicaid beneficiaries using Roc City’s services were being transported to methadone clinics in Rochester up to six days a week, according to the complaint. The alleged fraudulent billing resulted in approximately $40,123.29 in improper payments from Medicaid.
The investigation was conducted by the Federal Bureau of Investigation (FBI), led by Special Agent-in-Charge Matthew Miraglia. These charges are accusations, and Jackson is presumed innocent unless and until proven guilty in a court of law.
