A Phelps man was arrested on January 31 following an alleged domestic dispute that led to charges of attempted assault in the second degree and criminal mischief in the fourth degree, according to the Ontario County Sheriff's Office.
Deputies responded to a call around 8:56 p.m. on Garfield Street in the Town of Phelps. Following an investigation, deputies arrested Patrick Rouse, 45, of Phelps. Authorities allege that Rouse physically assaulted the victim, including punching them several times in the face and pulling out portions of their hair.
It was also reported that Rouse allegedly withheld the victim’s phone during the incident, preventing them from contacting emergency services. The victim sustained facial injuries, received treatment at a local hospital, and was later released.
Rouse was transported to the Ontario County Jail, where he was held pending arraignment.
