Authorities: Richard J. O’Neil, 23, of Newark, has been arrested and charged with criminal sexual act in the third degree after he engaged in sexual conduct with a minor who was six years old.

According to The Wayne County Sheriff’s Office, Richard J. O’Neil, 23, of Newark, has been arrested and charged with criminal sexual act in the third degree.

Authorities allege that O’Neil engaged in sexual conduct with a minor who was six years old, with the alleged incidents beginning in September 2023.

Following his arrest, O’Neil was taken to the Wayne County Jail to be arraigned.

The investigation remains ongoing, and no further details have been released.
