Former Upstate NY Border Patrol Agent Who Compelled Women to Expose Their Chests Faces Federal Sentence

A former Border Patrol agent has pleaded guilty to violating the civil rights of multiple women during virtual processing for entry into the United States.
Shane Millan, 53, of Jefferson County, admitted in federal court on Friday to two counts of deprivation of rights under color of law. According to prosecutors, Millan used his position to compel women to expose their bare chests via webcam, falsely claiming it was part of standard admission procedures.
Federal investigators determined that Millan was aware his requests were unlawful and were made for personal gratification.
Millan is set to be sentenced on July 7, 2025, before U.S. Magistrate Judge Thérèse Wiley Dancks. He faces a maximum sentence of two years in prison and a fine of up to $200,000.
The case was investigated by the U.S. Customs and Border Protection’s Office of Professional Responsibility. Assistant U.S. Attorneys Michael F. Perry and Michael D. Gadarian are handling the prosecution.
