DEC Announces Free Online Exams for Special Licenses in 2025
The New York State Department of Environmental Conservation (DEC) has unveiled the 2025 schedule for examinations leading to Special Licenses, including New York State Licensed Guide, Falconry, Wildlife Rehabilitator, and Leashed Tracking Dog licenses. For the first time, these exams will be offered online and free of charge, making it easier for individuals to obtain the necessary certifications to enjoy and support New York’s vast outdoor and wildlife resources.
“DEC is proud to offer these free examinations online,” said DEC Interim Commissioner Sean Mahar. “This initiative simplifies the process for individuals seeking to assist others in responsibly enjoying the outdoors and participating in wildlife rehabilitation activities.”
New York State Licensed Guide Exams
A Licensed Guide must be at least 18 years old and offers professional services for activities such as camping, fishing, hiking, hunting, whitewater rafting, rock climbing, and ice climbing. Residency in New York State is not required to obtain a guide license.
The 2025 Licensed Guide exam schedule includes the following dates:
February 7 (registration deadline: February 5)
March 1 (in-person at NYS Outdoor Guides Association winter meeting, registration by February 21)
May 9 (registration deadline: May 7)
June 6 (registration deadline: June 4)
July 11 (registration deadline: July 9)
September 12 (registration deadline: September 10)
All exams, except the March 1 in-person session in, will be conducted online. Registration and exam instructions can be found on the DEC Licensed Guide Program webpage. Study guides and additional resources, including the Boy Scouts of America’s Fieldbook, are recommended for preparation.
Falconry, Wildlife Rehabilitator, and Leashed Tracking Dog License Exams
Exams for these licenses are also offered online. Dates for 2025 are as follows:
April 11 (registration deadline: April 9)
August 8 (registration deadline: August 6)
Registration for the August exam will open after the April exam. Applicants can register on the Special Licenses Registration Website.
Requirements and Key Details for Each License
Falconry License:
Applicants must be at least 14, hold a valid New York hunting license, and maintain approved facilities for falconry birds. Passing the exam (minimum 80%) is required, and the five-year license costs $40.Wildlife Rehabilitator License:
Open to individuals 16 or older, the license requires passing an exam (minimum 80%) and an interview with DEC wildlife staff. The license is free, and applicants are encouraged to gain experience under a licensed rehabilitator.Leashed Tracking Dog License:
For hunters seeking aid in recovering wounded game, the license requires a valid hunting license and a passing score of 80% on the exam. The five-year license costs $50, with an additional $25 fee for first-time applicants.
