Broome County Man Sentenced for Violating Sex Offender Registration Requirements
A Binghamton man has been sentenced to 27 months in federal prison after failing to comply with sex offender registration requirements and violating the terms of his supervised release, according to the U.S. Attorney’s Office for the Northern District of New York.
Timmy Rifenburg, 49, was sentenced on Wednesday for failing to register an email account as required under the Sex Offender Registration and Notification Act (SORNA). He was also penalized for violating the conditions of his supervised release, which stemmed from a previous conviction for failing to register as a sex offender in 2020.
Rifenburg is required to register as a sex offender due to a 2007 federal conviction for possession of child pornography. His latest sentence includes 16 months in prison for failing to register the email account and an additional 11 months for multiple supervised release violations. Authorities stated that these violations included failing to report to the probation office, living in an unapproved residence, possessing three unreported internet-capable cellphones, viewing adult pornography on those devices, and being unsuccessfully discharged from sex offender treatment.
The United States Marshals Service investigated the case, and Assistant U.S. Attorney Tamara Thomson prosecuted it as part of Project Safe Childhood, a national initiative aimed at combating child sexual exploitation and abuse.
Rifenburg will be subject to 10 years of supervised release following his prison term.
