A months-long investigation into child exploitation has led to the arrest of an Auburn man following a grand jury indictment in Cayuga County.
Randy Foster, 57, was taken into custody on March 18 after turning himself in at the New York State Police barracks in Auburn. His arrest follows an extensive probe conducted by multiple state police units, including the Bureau of Criminal Investigation, the Troop E Computer Crimes Unit, and the Troop E Forensic Investigation Unit.
Authorities first executed a search warrant on Miller Road in the town of Sennett on July 24, 2024, as part of the investigation. During the search, law enforcement reportedly found multiple high-capacity rifle magazines and seized various electronic devices for forensic examination.
Following an analysis of the devices, investigators determined that child sexual abuse material was present on multiple items. The findings were presented to a Cayuga County Grand Jury, which on January 27, 2025, indicted Foster on several charges, including:
Promoting a sexual performance by a child (D felony)
Five counts of possessing a sexual performance by a child (E felony)
Three counts of criminal possession of a weapon (D felony) for high-capacity magazines
A warrant for Foster’s arrest was subsequently issued by the Cayuga County Court.
After his surrender at the state police barracks, Foster was taken into custody and processed without incident before being transported to the Cayuga County Jail, where he awaits arraignment.
The investigation was conducted with the assistance of multiple state police units, and authorities have not released further details at this time.
